Protect cards and accounts before searching
If a wallet contains a credit card, cash card, transit card, or mobile-payment device, contact the issuer or operator immediately and ask for a temporary lock or cancellation. The National Police Agency specifically directs people to contact issuing institutions or the mobile-phone operator when a lost item includes a cash card, credit card, or phone.
Do not wait for a facility to confirm the wallet before protecting the account. Do not send a card PIN, online-banking password, full card number, or one-time code to a hotel, railway operator, police contact, or recovery service. A high-level description such as the card brand and the last four digits is usually safer than a full number, but follow the issuer's own instructions.
Separate a known facility from an unknown street loss
If you know the wallet was left in a hotel room, train, taxi, restaurant, airport area, or shop, start with that holder's official lost-and-found channel. Give the date, time, route, seat or room, and a precise description. A facility may have a different process from the police, and an item can later be transferred to police storage.
If you do not know where it was lost or it was lost on a street, station approach, or other public area, use a police station or koban and submit a Lost Property Report. The report records when, where, and what was lost so a later found-property record can be matched; it does not instruct the police to search every location.
Describe the wallet without exposing sensitive data
Record the wallet's brand, material, outside and inside colors, shape, stitching, damage, initials, and unusual contents. For a match, mention the type and approximate number of cards or receipts, but do not put full account numbers or identity-document numbers in a public form. Keep one consistent description for the facility, police, and any authorized recipient.
Write down the police report number or facility reference number exactly. If a facility asks for identity documents, confirm its official channel and the required format before sending copies. A recovery service can help translate and organize the inquiry, but it cannot override the holder's identity and release requirements.
Recovering the wallet after you leave Japan
Ask the holder whether it can release the wallet to an authorized person in Japan, send it domestically, or ship it at the owner's expense. The National Police Agency describes proxy collection with a power of attorney and identification, and says a police station may be able to send or ship property when the owner cannot make contact; current requirements remain case-specific.
A wallet may contain cash, cards, identity documents, batteries, or other items with different handling rules. Confirm what can legally be released and transported before arranging the international courier.
